Hi, I think the comma usage is fine. Maybe not grammar-teacher fine, but it's appropriately placed for expressing the little cute pauses between your questions - like a little crinkle above one's nose when talking. Not supposed to do that too, (maybe) but it gives your expressions there a charming personality.

I *think* your sentences should read this way:
"Why is it that when it starts sprinkling, people drive 35 MPH on the highway?"
(This could be reworded to read, "When it starts to sprinkle, why do people drive 35 MPH on the highway?")
"Also, why is that when it starts pouring rain, I never have my umbrella?" (I don't think you need the first 'it'.)
I am not exactly sure, but I think it that way is correct because of the subject. Hopefully someone will correct me should I be wrong.
